Harbin Public Security Bureau offers a reward for the arrest of three American agents
On the morning of April 15, 2025, local time, the Harbin Public Security Bureau of Heilongjiang Province, China, issued a "Notice on Rewards for Three American Cyber Attackers and Secret Stealers", stating that during the 9th Asian Winter Games in Harbin in 2025, the event information system and key information infrastructure in Heilongjiang Province were attacked by foreign networks. After investigation, three agents from the National Security Agency's Special Intrusion Operations Office participated in the above-mentioned cyber attacks.
The notice stated that three agents from the National Security Agency's Special Intrusion Operations Office (TAO), Katheryn A. Wilson, Robert J. Snelling, and Stephen W. Johnson, participated in the cyber attacks on the Asian Winter Games event system. At the same time, the investigation showed that the three agents had repeatedly carried out cyber attacks on China's critical information infrastructure and participated in cyber attacks on Huawei and other companies. In order to severely crack down on foreign forces' cyber attacks and thefts of secrets against us in accordance with the law, and effectively safeguard the national cyberspace security and the safety of people's lives and property, the Harbin Public Security Bureau decided to offer a reward for the above three suspects.
