Hong Kong Optimizes Technology Talent Admission Scheme
According to the website of the Hong Kong Special Administrative Region Government, the Innovation and Technology Commission launched further optimization measures for the "Technology Talent Admission Scheme" on Wednesday, December 24, 2025. These measures aim to facilitate eligible companies in attracting global innovation and technology talents to conduct research and development activities in the technology sector, thereby promoting Hong Kong's innovation and technology development.
The optimization measures include: streamlining the application process, allowing technology companies and eligible talents to submit quota and visa/entry permit applications simultaneously; removing the previous requirement that activities must fall within 14 specified technology sectors to better adapt to the rapidly evolving innovation and technology landscape; and setting up a dedicated application service counter at the Hong Kong-Shenzhen Innovation and Technology Park to provide one-stop assistance and follow-up on applications from tenants and incubatees within the park.
The "Technology Talent Admission Scheme" was introduced in 2018 with the objective of attracting overseas and mainland technology talents. Companies with successful applications are granted talent quotas.
