Former Deputy Director of China’s State Tobacco Monopoly Administration Zhang Tianfeng Sentenced to 12 Years for Bribery
BEIJING, Feb. 26 (CCTV News) — On February 26, 2026, the Intermediate People's Court of Ganzhou City, Jiangxi Province, delivered a first-instance verdict in an open court regarding the bribery case involving Zhang Tianfeng, former member of the Party Leadership Group and deputy director of the State Tobacco Monopoly Administration (STMA). The court sentenced Zhang to 12 years of fixed-term imprisonment for bribery and imposed a fine of RMB 2 million. All illicit gains and their proceeds obtained through bribery were ordered confiscated and turned over to the state treasury.
Court proceedings revealed that between 2004 and 2023, Zhang exploited his successive positions—including Party Secretary, Director, and Manager of the Yulin City Tobacco Monopoly Bureau (Branch Company) in Shaanxi Province; member of the Party Leadership Group and Deputy General Manager of the Shaanxi Provincial Tobacco Monopoly Bureau (Company); Party Secretary, Director, and General Manager of the Shaanxi Provincial Tobacco Monopoly Bureau (Company); Director of the Personnel Department of the STMA; and member of the Party Leadership Group and Deputy Director of the STMA—to secure benefits for relevant entities and individuals in project contracting, staff recruitment, job transfers, and promotions. He directly or through intermediaries accepted bribes totaling over RMB 34.07 million.
The court held that Zhang’s actions constituted the crime of bribery and warranted legal punishment. However, considering his truthful confession after arrest, voluntary disclosure of major criminal facts previously unknown to supervisory authorities, expression of remorse, proactive restitution, and the full recovery of all illicit assets and proceeds, the court recognized both statutory and discretionary mitigating circumstances. Accordingly, a legally justified lenient sentence was imposed. The court thus rendered the aforementioned judgment.
