According to CCTV News, in order to promote the peaceful development of cross-strait relations and enhance the well-being and kinship of compatriots, the Taiwan Affairs Office of the CPC Central Committee, after consulting with relevant departments, has been authorized to issue ten policy measures:

  1. Explore the establishment of a regular communication mechanism between the CPC and the KMT. The Communist Party of China (CPC) and the Kuomintang (KMT) will, based on the common political foundation of upholding the "1992 Consensus" and opposing "Taiwan independence," and adhering to the concept of "Cross-Strait family," respond to the shared desire of compatriots on both sides for peace, development, exchange, and cooperation. They will take more effective measures to actively promote cross-strait exchanges, interactions, and integration, working together with compatriots on both sides to create long-term well-being for the Chinese nation and write a new chapter of glory in its history.
  2. Establish an institutionalized platform for two-way youth exchanges between the CPC and the KMT. The All-China Youth Federation (ACYF) and the KMT's Committee on Youth Affairs Development will regularly hold cross-strait youth exchange activities. The ACYF and other relevant mainland organizations will invite 20 youth groups from Taiwan to the mainland for exchanges and visits each year.
  3. Promote the connection of Fujian's coastal areas with Kinmen and Matsu. In conditions where it is feasible, this includes ensuring the supply of water, electricity, and gas, as well as the construction of a bridge to enhance the well-being of Kinmen and Matsu residents.
  4. Promote the full restoration of normal cross-strait direct passenger flights to further facilitate travel between the two sides. Support will be provided to restore cross-strait flights to cities such as Urumqi, Xi'an, Harbin, Kunming, and Lanzhou as soon as possible. Support will also be given for Kinmen to share the use of Xiamen's new airport.
  5. Establish a communication mechanism based on the political foundation of upholding the "1992 Consensus" and opposing "Taiwan independence" to facilitate the import of Taiwanese agricultural and fishery products that meet inspection and quarantine standards into the mainland. Support will be provided for Taiwanese agricultural and fishery products to participate in various exhibitions and matchmaking events on the mainland to expand sales channels.
  6. Improve the management of access for Taiwanese-related fisheries. This includes studying the construction of docks and berths in eligible areas to service Taiwanese distant-water fishing vessels and the landing of their catches. It also involves studying ways to facilitate the sale of Taiwanese self-caught distant-water fish on the mainland.
  7. Facilitate the registration of Taiwanese food production enterprises that meet the requirements on the mainland and the import of Taiwanese food into the mainland.
  8. Study the establishment of new small-scale commodity trading markets for cross-strait trade in eligible locations to support Taiwanese small, medium, and micro-enterprises in exploring the mainland market in accordance with laws and regulations.
  9. Allow the introduction of well-produced Taiwanese TV dramas, documentaries, and animations with positive orientation and healthy content to be broadcast on mainland satellite TV channels and online audio-visual platforms. Taiwanese producers can participate in the creation of mainland micro-dramas in various ways. Efforts will be made to promote the screening and broadcast of film and television works that showcase cross-strait kinship and a better life, fostering the protection, inheritance, innovation, and development of Chinese culture.
  10. Promote the resumption of pilot individual travel programs for residents of Shanghai and Fujian province to Taiwan (main island).
